Sherman Oaks: a Los Angeles address, with Los Angeles rules.
Sherman Oaks is a district of the City of Los Angeles, not a separate city, and that single fact governs most of what a buyer or seller here actually has to do. It sits in the Sherman Oaks, Studio City, Toluca Lake and Cahuenga Pass community plan area, with LADWP, LA Sanitation, LADBS and Los Angeles City Planning in charge.
The practical consequence is that selling here is more work than selling a mile north in Burbank or a few miles east in Glendale.
The 9A report, and why it decides your timeline
Los Angeles Municipal Code section 96.300 requires the seller of residential property in the city to apply for a Report of Residential Property Records, known as Form 9 or the 9A report, and to deliver it to the buyer before entering into an agreement of sale or before close of escrow. The fee is $70.85 per report.
The report states what the city believes is on the parcel. When the house does not match that record, the difference is now a document in the transaction rather than a rumour. Garage conversions, enclosed patios and added bedrooms are the usual causes, and the moment to find out is before the listing goes live, not during escrow.
The rest of the city's list
Los Angeles attaches several other obligations to a sale or to ownership, each with its own code section:

None of these is exotic. All of them are cheaper to handle before a buyer's inspector lists them. How this compares with the cities next door.
South of the Boulevard means a different rulebook
Ventura Boulevard is the dividing line, and it is a legal one as well as a price one. Most property south of it is in a designated Hillside Area, which brings the Baseline Hillside Ordinance into play. The operative version is Ordinance No. 184,802, effective 17 March 2017.
Under LAMC 12.21 C.10(b) the maximum residential floor area is not one ratio applied to the lot. The lot is split into slope bands and each band gets its own ratio, so steep ground contributes less and ground over 100 percent slope contributes nothing at all. An R1 lot is guaranteed a floor of 25 percent of lot area or 800 square feet, whichever is greater.
Two further points that change a purchase:
- The slope analysis map must be prepared and signed by a registered civil engineer or licensed land surveyor, and the Director of Planning approves the floor area calculation before LADBS will issue a permit.
- Grading is capped separately at 1,000 cubic yards by right on an R1 lot, dropping to 75 percent of that on a substandard hillside street, with hauling permitted only between 09:00 and 15:00 on weekdays.
Whether a specific address is in a Hillside Area is a yes or no field on ZIMAS, the city's zoning map. It is not something to estimate from the slope of the driveway.
Trees, and the four inch rule
LAMC 46.01 protects native oaks including Valley Oak and California Live Oak but excluding Scrub Oak, Southern California Black Walnut, Western Sycamore and California Bay, at four inches or more of cumulative diameter measured 4.5 feet above ground. The 2021 ordinance extended protection to Mexican Elderberry and Toyon.
Four inches of cumulative diameter is a small tree. Note also that this is diameter, where Santa Clarita measures circumference: the same number, three times the answer.
What it costs to sell here
This is where a Los Angeles address is genuinely more expensive. The city levies its own documentary transfer tax on top of the county rate, and Measure ULA adds another layer above the thresholds, which for closings after 30 June 2026 stand at $5,400,000 and $10,900,000.
On a $1,200,000 sale the difference against Burbank is $1,320 against $6,720. That is not a rounding error, and it belongs in a net proceeds conversation from the first meeting. Who pays what, and why the credit does not apply here.
For small income property
Two city programmes matter to anyone buying a duplex or a small apartment building.
Rent stabilisation applies to rental property built on or before 1 October 1978, covering roughly 650,000 units citywide, including duplexes, condominiums, ADUs and two or more houses on one parcel.
Soft-story retrofit runs under Ordinances 183893 and 184081 and covers wood-frame buildings of two or more storeys, built under codes enacted before 1 January 1978, with ground floor parking or similar open space. It does not apply to residential buildings of three or fewer units. Orders to comply went out between May 2016 and November 2017, and owners had seven years from the order to complete construction. The last of those windows has now closed, so an unretrofitted building in scope is not facing a future deadline; it is already out of compliance.
The zoning is being rewritten right now
The Southeast Valley Community Plans Update covers this community plan area along with North Hollywood and Van Nuys. It will revise the general plan land use map and the corresponding zoning for the first time since the late 1990s, and a draft policy document was published in January 2026.
For a buyer with any intention of adding units or square footage, the rules that apply at purchase may not be the rules that apply when the plans are ready. That is a reason to check the current draft rather than assume.
The two markets, and what a builder checks
South of Ventura the streets climb into the Santa Monica Mountains: hillside lots, canyon light, houses stepped into the slope. North of the boulevard the land flattens into post-war ranch neighbourhoods with real yards and a navigable grid. The south side carries the prestige and the engineering questions; the north side carries the usable lots.
